We consider it to be authentic until it has an NSN.
Officially called the Combat Casualty Response Kit Bag, it is a medical bag for storing medical kits, but it only contains the bag without any contents.

The maximum belt size is about 75cm, so it can be worn diagonally like a body bag as well as around the waist.
There was a select shop that sold the bag alone for over 40,000 yen, but it seems to have been sold out, and there are no new, unused ones in Japan.
