Definitely Victorian - possibility even Georgian.
French empire style painting signed
? "Ulbrich" ? portrait shows signs of Crazing (which makes me believe it's porcelain) as well as a crack in the clear glaze. Everything is secure, no movement, latch and hindge work as intended.
(I have not cleaned the silver, leaving the patina as- is)
