I believe these are Bull Tenders used to lead a bull by the hooking on to the ring in his nose. Base is definitely suited as a hand grip and fits comfortably into your hand. There are also holes in each tender, maybe for a rawhide piece to hang onto your wrist or to use to hang/display the device.
Measurements in pics.
I believe these to be vintage or replica bull tenders because they are quite similar to a primitive bull tender given to me from my great grandfather, who shared its use. Except for the length, these are almost identical.
Very unusual and a definite conversation piece.
