This is an unused, authentic Japanese Navy work uniform.

It features 5 wooden buttons and 2 chest buttons.
The chest pocket has no pleats and the lower pocket has no flap, both are sewn on.
A celluloid name tag is attached to the left chest and a second-class sailor's rank insignia is attached to the right upper arm. (Both are original.)

Inside the left chest pocket, there is a stamp that reads:
Loaned item, Second Clothing Factory
Production date: Showa 18 (1943)

This is believed to be a work uniform for students of the Naval Academy.
Compared to the late-war specifications, the color is closer to the blue of the land warfare uniform, and the 5-button student specification work uniform with a name tag is a valuable piece of history.
