This is a vintage United States House of Representatives weighted glass ashtray. It's about 5.6 lbs on the scale. No visible chips that I can find. But some micro-scratches from being used as an ashtray at some point, see photos. Small brown mark above the A on the seal, may come out but I didn't want to scrub hard. I have never used this item.
