This was merch from Tales of Festival 2016. Features art of 21 different Tales characters on it from various games. Penlights are similar to glowsticks but are made from plastic and run on batteries. This one can cycle between 9 different colors. Each color represents a different Tales games and the colors are even in release order of the games:

Light Green: Tales of Legendia
Orange: Tales of the Abyss
Purple: Tales of Vesperia
Green: Tales of Hearts R
